테러직후 미국의 평화단체 활동가가 보내온 호소문

현지시각 11일 오전 8시45분부터 연이어 일어난 가공할만한 테러로 전 세계가 충격에 휩싸였다. 납치된 민간 항공기 2대가 세계무역센터 쌍둥이 건물과 충돌, 완전 붕괴되는 대참사를 빗었으며, 연이어 1대가 미 국방성으로 추락, 건물 일부가 붕괴되어 현재 최대 800명이 사망한 것으로 알려지고 있다. 이 테러사태로 인해 우리나라도 주식시장이 개장 2분만에 사상최고 주가하락율을 보이며 서킷브레이커(매매 일시중단)가 발동되는 등 경제적 여파 역시 일파만파로 번지고 있다.

부시 대통령은 연이어 "철저한 보복"을 외치며 "테러분자와 이들을 보호한 자들을 구분하지 않을 것"이라고 천명하고 나서 어떠한 형식으로든 대규모 군사적 보복이 이어질 것으로 관측되고 있다. 이는 이미 미 정부와 언론에서 유력한 테러 배후로 지목되어 집중 수사대상에 오른 '빈 라덴'과 이를 보호하고 있는 아프가니스탄 탈레반 정권을 지칭하는 것으로 보인다.

테러가 발생 직후 미국 한 평화단체 활동가가 국제평화운동가들에게 보내는 메일링리스트를 통해 이 비극에 대한 호소문을 보내왔다. 왜 미국에서 이 같은 비극이 벌어지고 있으며, 더 이상의 비극을 막기 위해 진정 미국이 해야하는 일이 무엇인지 이 활동가의 호소를 통해 들어보고자 한다. (한겨레 신문 편집자 주)

우리가 이 글을 쓰고있는 지금, 모든 다리와 터널과 지하철이 폐쇄되고 수만 명의 사람들이 맨하탄 남쪽에서 북쪽으로 천천히 걷고있는 가운데, 맨하탄이 맹렬한 공격아래 있음을 몸으로 느끼고 있습니다. 여기 "전쟁에 저항하는 이들의 연맹 (War Resisters League)” 사무실에 앉아 있으면서 우리에게 가장 먼저 떠오른 생각은 월드 트레이드 센터의 붕괴로 목숨을 잃은 수백 수천명의 뉴욕사람들 입니다. 날은 청명하고 하늘은 파랗습니다. 하지만 최후의 붕괴가 일어났을 당시 그 안에 있었던 많은 구조요원들을 포함한 수많은 사람들이 죽은 잔해 위로 광할한 구름이 큰 파도처럼 굽이치고 있습니다.

물론 우리는 제트기가 들이받은 부분의 미국방성(팬타곤 the Pentagon)에 갇혀있던 보통 사람들에 대해 워싱턴에 있는 우리 친구들과 동료들이 가졌을 비슷한 생각도 알고있습니다. 그리고 납치된 비행기에 타고 있다가 오늘 비운을 맞이한 무고한 탑승객들을 생각합니다.

공격이 어디로부터 왔는지 지금 우리는 알지 못합니다. 이미 야세르 아라파트 (Yasser Arafat)는 폭탄투하를 비난한 것으로 알고 있습니다. 우리는 더 자세한 정보가 생길 때까지는 더 이상 분석하기를 꺼리고 있지만 명백한 것은 있습니다. 테러리즘이 그렇게 쉽게 우리 주변의 일상적인 도구로 공격할 수 있는 한, 부시 행정부가 (외부 미사일 공격을 막겠다는) 별들의 전쟁(Star Wars)에 몇 조 달러를 쏟아 붇는 논의는 처음부터 그랬듯이 분명히 가짜 속임수였다는 것입니다.

미국이 어떤 대응이나 정책을 세우더라도 민간인을 표적으로 하는 일은 하지 않을 것임을, 그리고 민간인을 표적으로 하는 어느 국가의 어떤 정책도 받아들이지 않을 것임을 분명히 하도록 우리는 국회와 부시에게 강력히 요구합니다. 이것은 이라크를 제재하기 위해 그간 수십만 민간인의 죽음을 초래한 일도 끝내는 일을 뜻하는 것입니다. 이것은 팔레스타인에 의한 테러 뿐 아니라 이스라엘에 의한 팔레스타인 지도자 암살정책, 팔레스타인에 사는 사람들에 대한 잔인한 탄압과 웨스트 뱅크 (West Bank)와 가자 (Gaza) 지구를 계속해서 점거하고 있는 이스라엘인. 모두를 정죄하는 것을 의미합니다.

그간 미국의 군사 정책은 인도차이나 전쟁의 역사적인 비극으로부터 시작해서 중미와 콜롬비아 “죽음의 분대”를 만들어 내고, 이라크에 경제 제재와 공중공격을 가해 수 백 만의 죽음을 가져왔습니다. 이 나라는 "전통적인 무기”의 가장 큰 제공자가 아닙니까. 그리고 그 무기는 인도네시아에서 아프리카에 이르기까지 수많은 테러리즘에 쓰여 왔습니다. 아프가니스탄의 무장저항을 도와주려는 초기 정책이 탈레반(Taliban)의 집권을 가져왔습니다. 그렇게 해서 (현재 이번 테러의 가장 유력한 용의자로 지목되고 있는) 오사마 빈 라덴 (Osama Bin Laden)이 생겨났습니다.

다른 나라들도 이 정책에 관여하고 있습니다. 과거 몇 년 동안 우리는 체첸(Chechnya) 같은 지역에서 행한 러시아 정부의 행동, 중동과 발칸반도에서의 양측의 폭력을 비난했습니다. 그러나 우리의 나라가 자신의 행동에 대한 책임을 져야만 합니다. 지금까지 우리는 우리의 국경선 안에서 안전하다고 느끼고 있었습니다. 청명하고 선선한 날 우리의 가장 큰 도시가 받은 맹렬한 공격에 잠을 깨어 폭력적인 세상에서는 어느 누구도 안전할 수 없음을 다시 깨닫고 있습니다.

이제 이 나라를 지난 몇 십 년 동안 규정 지어온 군사주의를 끝낼 방법을 찾아봅시다. 안전이 확대강화와 보복을 통해서가 아니라 무장해제, 국제협력, 사회 정의를 통해서 얻어질 수 있는 세상을 찾읍시다. 우리는 수 천 명의 민간인을 공격한 오늘과 같은 이 공격을 주저함 없이 비난하고 있습니다. 하지만 그에 앞서 이와 같은 깊은 비극들이 그간 미국의 정책에 의해 다른 나라의 다른 민간인들에게 끼친 영향을 떠올릴 수 있길 바랍니다. 지금 특별히 이 나라에 살고있는 중동인의 자손들이 느낄 공포를 잘 알고 있습니다. 우리는 이 공동체에 대해서 각별히 배려할 것을 촉구합니다.

우리는 한 세상을 이루고 있습니다. 두려움과 공포 속에서 살수도 있고 혹은 앞으로 갈등보다는 평화로운 선택을 찾고 이 세상에 있는 자원들을 보다 공정하게 나누는 미래로 향할 수도 있습니다. 잃어버린 목숨들을 슬퍼하면서 이제 우리의 마음은 복수가 아닌 화해를 원합니다.

As we write, Manhattan feels under siege, with all bridges, tunnels, and
subways closed, and tens of thousands of people walking slowly north
from Lower Manhattan. As we sit in our offices here at War Resisters
League, our most immediate thoughts are of the hundreds, if not
thousands, of New Yorkers who have lost their lives in the collapse of
the World Trade Center. The day is clear, the sky is blue, but vast
clouds billow over the ruins where so many have died, including a great
many rescue workers who were there when the final collapse occurred.

Of course we know our friends and co-workers in Washington D.C. have
similar thoughts about the ordinary people who have been trapped in the
parts of the Pentagon which were also struck by a jet. And we think of
the innocent passengers on the hi-jacked jets who were carried to their
doom on this day.

We do not know at this time from what source the attack came. We do know
that Yasser Arafat has condemned the bombing. We hesitate to make an
extended analysis until more information is available but some things
are clear. For the Bush Administration to talk of spending hundreds of
billions on Star Wars is clearly the sham it was from the beginning,
when terrorism can so easily strike through more routine means.

We urge Congress and George Bush that whatever response or policy the
U.S. develops it will be clear that this nation will no longer target
civilians, or accept any policy by any nation which targets civilians.
This would mean an end to the sanctions against Iraq, which have caused
the deaths of hundreds of thousands of civilians. It would mean not only
a condemnation of terrorism by Palestinians but also the policy of
assassination against the Palestinian leadership by Israel, and the
ruthless repression of the Palestinian population and the continuing
occupation by Israel of the West Bank and Gaza.

The policies of militarism pursued by the United States have resulted in
millions of deaths, from the historic tragedy of the Indochina war,
through the funding of death squads in Central America and Colombia, to
the sanctions and air strikes against Iraq. This nation is the largest
supplier of conventional weapons" in the world - and those weapons fuel
the starkest kind of terrorism from Indonesia to Africa. The early
policy of support for armed resistance in Afghanistan resulted in the
victory of the Taliban - and the creation of Osama Bin Laden.

Other nations have also engaged in these policies. We have, in years
past, condemned the actions of the Russian government in areas such as
Chechnya, the violence on both sides in the Middle East, and in the
Balkans. But our nation must take responsibility for its own actions. Up
until now we have felt safe within our borders. To wake on a clear cool
day to find our largest city under siege reminds us that in a violent
world, none are safe.

Let us seek an end of the militarism which has characterized this nation
for decades. Let us seek a world in which security is gained through
disarmament, international cooperation, and social justice - not through
escalation and retaliation. We condemn without reservation attacks such
as those which occurred today, which strike at thousands of civilians -
may these profound tragedies remind us of the impact U.S. policies have
had on other civilians in other lands. We are particularly aware of the
fear which many people of Middle Eastern descent, living in this
country, may feel at this time and urge special consideration for this
community.

We are one world. We shall live in a state of fear and terror or we
shall move toward a future in which we seek peaceful alternatives to
conflict and a more just distribution of the world's resources. As we
mourn the many lives lost, our hearts call out for reconciliation, not
revenge.

This is not an official statement of the War Resisters League but was
drafted immediately after the tragic events occurred. Signed and issued
